The minister welcomed the and described it as comprehensive and taking a full system wide approach.

Overall there are 12 recommendations with four relating to KiwiSaver.

The minister won't be rushing to respond.

"I am going to take some time to give the recommendations, considered, thought and review myself, so I won't be making any further commitments or otherwise, probably until the new year."

Besides giving it "careful, thoughtful consideration" he needs to "socialise amongst my colleagues as well."

"I've discovered in work, politics and business, that it's all very well to have great, bold ideas, but if those ideas cannot be carried with your peers, your colleagues, your stakeholders, then they count for very little.

"So part of the challenge of a review like this is, how do we take others with us?"

The minister acknowledged Jane Wrightson's role as Retirement Commissioner ahead of her stepping down at the start of next year.

"Jane's leadership actually has made a tangible difference."

He said she has been "staunch", vocal and an articulate champion for improved financial capability across the sector and for "better retirement outcomes for all New Zealanders."

"Often there are people who fill roles who at the conclusion of their term of office can actually not point to a tangible result or an outcome. That's not the case in Jane's situation, hers has been one that has been unrelenting."
