Key replacement costs

I have a tenant whose car got broken into. Her handbag was taken with the keys and the gate remote for my rental property. She ordered a replacement set through the property manager as well as a locksmith. I received the bill unexpectedly. Who is responsible for the cost of the replacement keys and remotes?

A tenant is responsible for the cost of the keys in her care. If she lost the keys the cost of replacing them is chargeable to her. The same applies to the gate remote opener.
