Yes, you are quite correct in that the rates have changed. This link will take you to the IRD website where they have a tool called the Depreciation Rate Finder:
http://www.ird.govt.nz/calculators/keyword/depreciation/calculator-depreciation-rate-finder.html. The IRD have not yet updated their booklet on depreciation and this is the best place to get the most up to date rates.
